Erica Millard
As Director of Procurement, Erica Millard leads KBE Building Corporation's procurement efforts while overseeing the firm's marketing and communications functions. During her 15+ years with KBE, she has held roles in field operations, purchasing, estimating, and preconstruction, bringing a well-rounded perspective to every project. Since joining the Preconstruction team in 2014, Erica has played a key role in securing and planning many of KBE's largest and most complex projects, including Seabury, Piper, and The August at Steelpointe.
Erica earned a Bachelor of Science in Civil Engineering from the University of Virginia's School of Engineering and Applied Science and is a LEED Accredited Professional. In 2022, she was recognized as one of the Hartford Business Journal's 40 Under Forty Outstanding Young Professionals.
An active leader in the construction industry, Erica has been deeply involved with PWC-CT, serving on the Programs Committee before joining the Board of Directors. She subsequently served as Vice President and currently serves as President of the Connecticut Chapter, where she is committed to advancing women and fostering leadership throughout the AEC industry.

Stephanie Bower
Stephanie Bower is the Senior Director of Strategic Growth and Business Development at A/Z Corporation, where she leads growth strategy across New England and the Mid-Atlantic. With more than 20 years of experience in construction, healthcare, life sciences, and industrial markets, she is passionate about building strategic partnerships and advancing the industry. Stephanie also serves on the Board of the Connecticut Healthcare Engineers Society (CHES) and is committed to mentoring, networking, and supporting the advancement of women in construction.

Gail Chacon
Gail Chacon is the Finance Director and Treasurer for Blast All, Inc.
Blast All, Inc. is a leading industrial painting contractor, specializing in services such as abrasive blasting, platform rigging, containment, and structural steel maintenance.
With a focus on the Northeast Region, particularly Connecticut, Massachusetts, and Rhode Island, Blast All, Inc. delivers high-quality workmanship and expertise in the field of industrial painting. Gail has been working in the construction industry for over 30 years.
Gail also currently serves as the Treasurer of CFAL, a digital inclusion organization. Since 2001, CFAL has been providing refurbished computers & tablets, and free computer training for young people and adults.
This is Gail's second term serving as Treasurer for CT Chapter of Professional Women in Construction. Her current goal is to drive meaningful change within the organization.
In her free time, Gail enjoys spending her time with her grandchildren and traveling.

Amy Ray
An award-winning professional services marketer, and designer with more than 20 years of industry experience, Amy blends design expertise with a deep understanding of business development, communications, and brand strategy. As Director of Business Development & Marketing for Babbidge Construction Company, Amy’s leads market positioning, develops client relationship experiences, and builds brand development and communications efforts—a role that is influenced by her background in fine arts, her experience as a creative director, and a lifelong love of the AEC industry.
Amy believes in community outreach and volunteers for several professional organizations. In addition to serving as the Vice President for PWC CT, she serves on the Programs and Communications committees. Amy is also an active member of the Society for Marketing Professional Services (SMPS CT) and National Organization of Minority Architects (NOMAct). Amy earned her BFA in Graphic Design from the University of Hartford. In her free time, Amy enjoys spending time at the beach and attending sporting events with her family.
Holly Linder
Holly Linder is a Senior Engineer in the Land Development department at BL Companies and is joining the Board of Directors for a three-year term. This is her first time serving on the Board, and she is excited to offer a fresh perspective. A four-time recipient of the PWC Scholarship, Holly now brings her experience full circle as Chair of the Scholarship Committee, where she is focused on making the application process more accessible through online enhancements. Holly started as an intern at BL Companies in 2015 thanks to her successful networking at a PWC panel as well as her BL mentor through the PWC Mentorship Program. After graduating with a Bachelor of Science in Civil Engineering in 2017 from the University of Connecticut, she was hired as a full-time engineer at BL Companies and has been there ever since.
Holly has also served on the PWC Mentorship Committee for the last three years, which has allowed her to pay it forward to the next generation of students by providing them with the same professional mentorship experience she received from PWC during college. Holly was honored with the PWC-CT Volunteer of the Year award in 2024 for her time both on the Scholarship and Mentorship Committees, as well as serving as a mentor to many students over the years.
During her time at BL Companies, Holly has designed various commercial, multi-family residential, and industrial developments up and down the East Coast, primarily in the Southeast. BL Companies is 100% employee-owned, and she thoroughly enjoys chairing the ESOP Communications Committee, which brings social and educational programming to the company to promote the ESOP culture. In addition to her roles at BL and PWC, Holly is heavily involved at Bethany Lutheran Church in Cromwell, CT, and enjoys giving back to her community.
Emily McGillicuddy
Emily McGillicuddy is a Construction Project Manager and Section Manager at Burns & McDonnell with nine years of experience delivering projects across the transmission, distribution, aviation, federal, and municipal infrastructure sectors. She specializes in managing large-scale transmission and distribution programs for utility clients throughout the Northeast. In addition to her project work, Emily supports the development of employees as a Section Manager for Burns & McDonnell's Northeast region.

The company partners with clients across power, aviation, environmental, and federal markets to design and build projects that strengthen and connect communities. Emily holds a Bachelor of Science in Civil Engineering from Clarkson University, where she remains active with the Society of Women Engineers (SWE). She first became involved with PWC during her time in New Jersey and began attending events with PWC CT in 2023 after relocating for work. She initially joined the Next Gen Committee and now serves as its Chair in addition to her board responsibilities.

Jenna McClure
A Principal at Amenta Emma Architects, Jenna McClure has been directly involved with the firm's most complex academic and large-scale public projects. In her role as senior project manager, Jenna oversees large teams from planning through design and construction. Her portfolio of work includes projects on public and private higher education campuses across the Northeast.
In addition to leading project teams at Amenta Emma, Jenna leads the firm's recruiting team, JEDI+B committee, and mentorship program. She is a mentor to Amenta Emma, emerging professionals, and young women pursuing degrees in the AEC fields through various professional organizations. In the community, Jenna currently serves as Vice Chair of the West Hartford Design Review Advisory Committee.
Jenna is a registered architect in Connecticut and holds a Bachelor of Science from the University of Virginia and a Master of Architecture from Virginia Tech. She is a 2018 Hartford Business Journal 40 Under 40 awardee, the 2024 Professional Women in Construction CT chapter Woman of Achievement honoree, and the 2026 Connecticut AIA Women in Architecture Award recipient.
Jenna currently resides in West Hartford with her husband and three daughters.

Haley Palmer
Haley Palmer is a Project Manager with The Whiting-Turner Contracting Company out of New Haven, Connecticut. She earned a Bachelor of Science in Civil Engineering from the University of Connecticut in 2019 and a Master of Science in Construction Management from Purdue University in 2022. In her role, Haley focuses on higher education projects throughout Connecticut and has managed estimating, buyout, procurement, field operations, turnover, and closeout for a variety of projects, including historic restorations, code upgrades, and residence hall, office, classroom, and laboratory renovations.
In 2024, Haley received the GOLD (Graduate of the Last Decade) Rising Star Award from the UCONN College of Engineering in recognition of her efforts to introduce students to careers in the architecture, engineering, and construction (AEC) industry, as well as her commitment to community engagement through her work with the Minority Construction Council and Whiting-Turner's Diversity and Inclusion Council.
Since joining PWC-CT, Haley has been an active member, serving on both the Scholarship and Mentorship Committees. In 2026, she will serve as Chair of the Mentorship Committee and join the PWC Board of Directors. Haley is dedicated to helping the next generation explore and pursue rewarding career opportunities within the AEC Industry.

Michelle Scarpone, CPA, is a Shareholder with CBIZ CPAs, P.C., with more than 25 years of experience serving clients in the construction industry. Throughout her career, she has been a trusted advisor to privately held businesses, helping organizations navigate complex financial and operational challenges, strengthen internal processes, and achieve long-term growth objectives. Her expertise includes audit and assurance services, financial reporting, strategic advisory services, and business consulting.
Michelle is recognized for her practical, solutions-oriented approach, technical expertise, and commitment to delivering exceptional client service. She earned a Bachelor of Science in Accounting from Sacred Heart University and holds an active CPA license. In 2016, she was recognized as one of the Fairfield County Business Journal’s 40 Under Forty Outstanding Young Professionals.
In addition to her professional responsibilities, Michelle has been actively involved with PWC-CT for more than six years. She currently serves as Chair of the Awards Committee, providing leadership and support in recognizing excellence and advancing the organization’s culture and mission. Prior to joining the board, she served as a member of the Communications Committee.
Michelle is passionate about helping business owners and management teams make informed decisions that drive profitability, operational efficiency, and long-term success. She is a valued resource for clients and colleagues seeking insight into financial reporting, business strategy, and industry best practices within the AEC community.

Taylor Crouse
Taylor Crouse is a Senior Project Manager for Gilbane Building Company. Taylor joined Gilbane as an Office Engineer upon graduating from the University of Connecticut with a Bachelor of Science in Civil Engineering in 2013. Since joining Gilbane, she has continuously demonstrated leadership by successfully completing Gilbane’s Management Candidates Acceleration Program (MCAP), championing Gilbane’s Connecticut Business Unit’s summer intern program for three years, and creating and implementing notable student engagement programs on several K-12 school construction projects. In her current role, Taylor is responsible for managing construction projects, mainly in the K-12 education market, and ensuring that all schedule, budget, safety, programming, and quality goals on her projects are achieved.
Taylor first became involved with PWC in 2016 as a mentor for the PWC Mentorship Program and, soon after, joined the PWC Mentorship Committee, where she has been volunteering her time since 2019. She resides in Woodstock, CT, with her husband, Ian, and their two young daughters.

Kristen Mitchell
Kristen Mitchell leads Langan's Connecticut and New York Landscape Architecture + Planning Studios. Drawing from her career experience in New York City and across New England, she leads a diverse portfolio of public and private projects, including on-grade, green roof, and interior landscapes. Kristen provides management of all aspects of the planning, design, and permitting of landscape architecture, land development, and planning projects. Kristen has managed academic, healthcare, mixed-use, waterfront, and life science projects with a strong commitment to innovative, sustainable, and place-based design solutions.
Prior to joining the PWC Connecticut Board, Kristen was a member of the Habitat for Humanity Roaring Fork Valley Board of Directors, a Habitat for Humanity Family Advocate, an ACE Mentor Program Regional Leader, and, most recently, a volunteer for the PWC Connecticut Scholarship Committee.Â
Dawn Meeker

Dawn Meeker
Dawn Meeker is a Managing Director at CBIZ Accounting Firm and a member of the CFO and Controllership group. She has more than 31 years of experience in both public and private accounting. She earned a Bachelor of Science, in Accounting from the University of New Haven, and is a licensed Certified Public Accountant (CPA) in the state of Connecticut. Dawn advises clients on construction accounting software system implementations; and manages onboarding and training of all staff on these systems. She has a significant depth of knowledge within the construction industry due to her 20 years of experience serving as the Controller and Vice President with various companies in the drywall, electrical and mechanical construction trade industries. She oversaw all bonding processes, including all financial and banking operations. Dawn has also previously held Interim Controller roles for many of her clients, where she provided daily accounting and financial operational support and comprehensive oversight.
Dawn is an active member of the community and industry. She currently serves as the Chair of the Finance Committee for the Boys and Girls Club of New Haven, CT, where her values closely align with the mission of the organization. She is a member of the American Institute of Certified Public Accountants (AICPA) and the Connecticut Society of Certified Public Accountants (CTCPA). Dawn has served as the PWC CT Chapter Secretary, Vice President, and President. She has been the Membership Chair since 2021 and continues to volunteer on the PWC Awards Committee.
